It’s all about what you choose to show to other people. You buy bikini’s with the idea that all the people at the beach or pool will see them and you buy underwear only for the people you choose to show them to. That’s why it’s creepy when a guy says: but I’ve seen you in a bikini, why can’t you change in front of me
Because they’re swimsuits, not delicate/intimate clothing. Although that’s subjective as well.
That depends on the underwear and the bikini… lingerie is in a whole different league
Context is important. If I’m in a swimsuit on the beach, everybody else is in a swimsuit as well. If I’m in my underwear in public, or in front of some random guy while changing, the entire dynamic is changed. It becomes either flirty or sexual, or a change in power leverage.
Swimsuit material is much thicker than underwear.

I guess if you were prepared to go out in your underwear, it would kind of be the same. You would pick your best stuff, it wouldn’t be see-through, and you would be appropriately landscaped. In real life, if a woman would just randomly have to be only in her underwear, not all those criteria may be met.
“Swim suits tend to be seen as an outfit and accentuates the female as an accessory would. It’s not so much as a “look at what Isn’t covered up” as it is “look how cute this print is on me” or “look how this print makes me look slimmer/tanner/etc”. Underwear tend to draw your eyes to the intimate parts. It’s more about “look at what I’m covering up and visualize what it is”. “
